International Consultant for Inception Phase of State of Pacific Youth Report

About the role

The United Nations Population Fund (UNFPA) is seeking an experienced consultant to lead the inception phase of the State of Pacific Youth Report 2027‑2028. Working remotely, the consultant will design research methodology, map indicators and produce the inaugural report that will underpin the Pacific Youth Development Framework.

Key responsibilities

• Conduct a comprehensive desk review of youth policies, demographic data and sectoral surveys across 22 Pacific Island Countries and Territories.
• Develop the conceptual framework, methodology blueprint and indicator mapping for the report, covering the seven thematic priority areas of the PYDF.
• Prepare qualitative and quantitative consultation toolkits (FGD and KII guides) tailored to Melanesia, Micronesia and Polynesia.
• Integrate technical inputs from UNFPA, SPC, PIFS, UNICEF, Commonwealth Secretariat, national statistics offices and youth networks.
• Produce the inception report, draft framing paper and presentation package for the 3rd Heads of Youth meeting in June 2027.

Required profile

• Proven experience in youth research, data analysis and indicator development at regional or international level.
• Strong knowledge of Pacific demographic trends, SRHR, gender‑based violence and sustainable development frameworks.
• Excellent written and verbal communication skills, with ability to synthesize complex data into clear reports.
• Ability to work independently, manage tight timelines and coordinate with multiple UN and regional partners.
