Monitoring, Evaluation and Performance Adviser – Phase 1 (Education)

About the role

The Monitoring, Evaluation and Performance Adviser will support Fiji’s Ministry of Education (MoE) in designing and implementing a results‑oriented national education sector performance management system. This is a short‑term, remote consultancy (approximately 44 working days over three months) with travel to Suva as required.

Key responsibilities

• Conduct a situational analysis of existing education policies, strategic plans, monitoring and evaluation systems, and the Fiji Education Management Information System (FEMIS).
• Develop a national education sector performance management framework linking vision, strategic objectives, key result areas, and performance indicators aligned with national priorities and SDG 4.
• Define a balanced set of national KPIs, create performance scorecards, indicator reference sheets, and design dashboards and reporting templates for technical and non‑technical audiences.
• Design annual and periodic performance review processes, clarify roles at national, district and school levels, and propose feedback and corrective‑action mechanisms.

Required profile

• Minimum master’s degree in education public policy, monitoring and evaluation, or a related field.
• At least 10 years of experience designing and implementing national‑level performance management or monitoring and evaluation frameworks in the education sector.
