About the role
The United Nations Office on Drugs and Crime (UNODC), together with the Papua New Guinea Centre for Judicial Excellence, is seeking an international anti‑corruption consultant to lead a rapid assessment of artificial‑intelligence (AI) use within Papua New Guinea’s judicial system. The consultant will generate evidence‑based recommendations to safeguard judicial integrity, independence and public confidence.
Key responsibilities
- Conduct a desk review of international and regional literature, policies and emerging practices on AI in the judiciary.
- Develop a research methodology and design data‑collection tools, including a survey for judges, magistrates and court staff.
- Administer the survey and carry out key‑informant interviews with the judiciary, legal practitioners, academia, technology experts and relevant government bodies.
- Analyse findings to identify opportunities, risks, capacity‑building needs and governance considerations for AI adoption.
- Prepare a set of recommendations for responsible AI governance in the courts.
- Present preliminary results to PNGCJE and UNODC stakeholders and incorporate feedback.
- Produce a short leadership article (1,500‑3,000 words) for the Global Judicial Integrity Network on AI opportunities and risks in PNG.
Required profile
- Advanced degree in law, public policy, computer science, or a related field.
- Proven experience conducting research on AI applications in the justice sector or anti‑corruption initiatives.
- Familiarity with judicial processes, judicial independence and ethical considerations of emerging technologies.
- Strong analytical abilities and experience designing surveys and interview protocols.
- Excellent written communication skills, including the ability to produce policy‑oriented reports and articles.
- Willingness to travel to Papua New Guinea as required.
