National Consultant – OPD Coordination for CRPD Implementation

About the role

The Office of the High Commissioner for Human Rights seeks a Fiji‑based National Consultant to lead the coordination of Organisations of Persons with Disabilities (OPDs) in the implementation of the Convention on the Rights of Persons with Disabilities (CRPD). The consultant will work closely with government agencies, UN partners and civil society to strengthen disability‑inclusive systems across the country.

Key responsibilities

• Design and deliver participatory training on CRPD Article 33 monitoring, shadow reporting, gender‑inclusive budgeting and disaster risk management.
• Facilitate consultations and support OPDs in drafting, finalising and publishing Fiji’s first CRPD shadow report.
• Develop a CRPD‑compliant budget tracker/tool and prepare it for piloting in the 2027/28 national budget cycle.
• Document evidence on disability support services to inform policy, budgeting and service delivery.
• Assist OPDs, especially women with disabilities, in integrating inclusive approaches into national disaster and humanitarian plans.

Required profile

• Fiji national with a strong understanding of disability rights, human rights and governance.
• Proven experience working with OPDs, government institutions and community stakeholders in Fiji.
• Ability to lead multi‑stakeholder consultations and produce high‑quality reports.
