About the role
The Programme Coordinator – Pacific Women Lead is a senior position within the Gender Equality pillar of the Human Rights and Social Development Business Plan and the SPC Gender Equality Flagship. The incumbent will lead the operationalisation of the Pacific Women Lead programme, overseeing the team, providing technical, operational and administrative support, implementing activities, building capacity and managing the programme budget and finances.
Key responsibilities
- Manage day‑to‑day implementation of the Pacific Women Lead programme and ensure high‑quality technical advice and support.
- Oversee the grant portfolio, including project and partnership management, monitoring, analysis and reporting on grant progress.
- Develop concept notes, conduct due‑diligence assessments and finalise work plans, budgets and schedules for grant agreements.
- Provide technical inputs to the design, implementation and monitoring of programme activities.
- Supervise, mentor and support advisers and programme officers, ensuring timely and quality delivery.
- Lead strategic planning, policy advice and programming for the programme, contributing to regional and international initiatives.
- Represent Pacific Women Lead at national, regional and international forums and liaise with donors, partners and grantees.
- Contribute to the design and implementation of a robust monitoring, evaluation and learning (MEL) system and produce high‑quality narrative and financial reports.
Required profile
- Post‑graduate degree in social sciences, development or a related discipline, or equivalent experience.
- Diploma or certificate in programme management.
- Minimum 12 years’ experience in development programme management, preferably with donor‑funded programmes.
- Proven experience leading, recruiting, supervising and mentoring teams.
- Extensive experience in managing large, complex budgets and reporting.
- Strong knowledge of gender equality concepts, the Pacific gender equality ecosystem and gender‑responsive planning.
- Working knowledge of gender‑transformative approaches and monitoring, evaluation and learning (MEL).
- Demonstrated ability to build partnerships with donors, governments, development partners and civil society.
- Understanding of Pacific cultural values and international human rights standards.
- Excellent English communication skills; French language proficiency is an advantage.
