Monitoring & Evaluation Adviser – Education Sector (Phase 1)

About the role

The Monitoring, Evaluation and Performance Adviser will support Fiji’s Ministry of Education in designing and implementing a results‑oriented performance management system for the education sector. This short‑term position (approximately 44 working days over three months) is remote‑based with occasional travel to Suva and may be extended based on project needs.

Key responsibilities

• Conduct a situational analysis of national education policies, strategic plans, and existing monitoring and evaluation systems, including FEMIS.
• Design a national education sector performance management framework linking vision, strategic objectives, key result areas, and performance indicators.
• Develop balanced KPIs, scorecards, indicator reference sheets, and reporting templates, ensuring alignment with national priorities and SDG 4.
• Create performance dashboards and templates for both technical and non‑technical audiences.
• Define annual and periodic performance review processes, roles, and accountability mechanisms at national, district, and school levels.
• Produce an inception report, situational analysis report, and a comprehensive framework with guidelines, SOPs, and staffing recommendations.

Required profile

• Master’s degree in education, public policy, monitoring and evaluation, or a related field.
• Proven experience designing and implementing education sector performance management systems or similar frameworks.
