Monitoring & Evaluation Adviser – Education Sector (Phase 1)

About the role

The Monitoring, Evaluation and Performance Adviser will support Fiji’s Ministry of Education in designing and implementing a results‑oriented national education performance management system. This short‑term consultancy (approximately 44 working days) is remote‑based with occasional travel to Suva and aims to strengthen the Ministry’s capacity to use performance data for planning and continuous improvement.

Key responsibilities

• Conduct a situational analysis reviewing national education policies, strategic plans, existing monitoring and evaluation systems, FEMIS, and current performance management practices.
• Develop a national education sector performance management framework that links vision, strategic objectives, key result areas, and performance indicators aligned with national priorities and SDG 4.
• Define a balanced set of sector‑wide KPIs, create scorecards, indicator reference sheets, and design data collection tools and dashboards for both technical and non‑technical users.
• Design annual and periodic performance review processes, clarify roles at national, district and school levels, and propose feedback and corrective‑action mechanisms.
