Expert in Transport Finance

About the role

The Economic and Social Commission for Asia and the Pacific (ESCAP) is seeking a Transport Finance Expert to support the development of Fiji’s Costed Implementation Plan (CIP) for transport under its Nationally Determined Contribution (NDC) 3.0. This consultancy will provide technical expertise to translate climate‑related transport targets into a concrete, financially viable project pipeline.

Key responsibilities

• Develop a costed project pipeline for Fiji’s low‑carbon transport mitigation measures.
• Draft transport inputs for Fiji’s NDC 3.0 Costed Implementation Plan.
• Participate actively in project discussions, workshops, meetings and related events.
• Conduct stakeholder consultations and sectoral analysis to ensure the CIP is nationally owned and technically robust.
• Prepare monitoring frameworks and resource‑mobilisation strategies to attract climate finance.

Required profile

• Proven experience in transport finance, climate‑related transport planning, or related consultancy work.
• Familiarity with low‑carbon and resilient transport strategies and their integration into national climate commitments.
• Ability to work collaboratively with government agencies, donors and private sector stakeholders.
• Strong analytical and report‑writing skills.
