Project Officer – Transport and Connectivity (Local Agent Group I)

About the role

The EU Delegation to the Pacific in Suva is seeking a Project Officer (Group I) to support regional partnerships in transport, infrastructure and digital connectivity across the 13 Pacific Island Countries and territories. The role reports to the Head of Regional Partnerships and a Team Leader, providing analytical, operational and coordination support.

Key responsibilities

• Support the full project cycle – planning, implementation, monitoring, reporting and closure – for infrastructure, transport and digital connectivity actions.
• Assist with financial and contractual management, including contract follow‑up, verification of documentation and payment checks.
• Contribute to procurement and grant processes, drafting terms of reference and supporting evaluation.
• Monitor implementation progress, identify risks and support corrective actions.
• Collect data, produce internal and external reports, and contribute to delegation publications.
• Analyse sectoral and policy developments and provide advice for EU engagement.
• Develop and maintain relations with multilateral financial institutions, donors and partners, tracking financing opportunities.
• Represent the Delegation in meetings, workshops and regional forums, preparing briefing materials and follow‑up actions.
• Support communication and visibility activities, including briefings, presentations and social media content.

Required profile

• Bachelor’s degree in civil engineering, business administration, economics, international development, political science, international relations or a related field.
• Minimum of 3 years of relevant professional experience in project or aid management.
• Working knowledge (C1) of English.
• Excellent computer literacy and proficiency with standard office and digital collaboration tools.
• Right to reside and work in Fiji, medically fit, and able to provide a clean police clearance.
