Senior Procurement & Contracts Specialist – Infrastructure Programs

About the role

The Senior Procurement and Contracts Specialist will lead procurement and contracting services for the Fiji Program Support Platform’s infrastructure portfolio. Based in Suva, the role supports complex market approaches, contract development and compliance with DFAT and Commonwealth Procurement Rules.

Key responsibilities

• Lead end‑to‑end procurement and contracting processes for infrastructure programmes, including market analysis, approach to market, RFPs, evaluation and contract award.
• Develop and negotiate contracts, ensure due‑diligence checks, safeguarding assessments and compliance with DFAT and Commonwealth Procurement Rules.
• Provide guidance on tender documentation, integrate climate and GEDSI requirements, and maintain procurement registers and pipelines.
• Monitor contract performance, manage variations, and resolve contractual issues or disputes.
• Support fraud control, safeguarding, and compliance training across the platform.

Required profile

• Relevant degree or professional qualification in procurement, supply‑chain management or related field; legal background advantageous.
• At least 10 years of experience in complex procurement and contract management, preferably within the infrastructure sector.
• Demonstrated experience on donor‑funded programmes and strong knowledge of public procurement regulations, including Commonwealth Procurement Rules.
• Excellent negotiation, communication and organisational abilities with high attention to detail.
