Delegate, Planning, Monitoring, Evaluation and Reporting (PMER) – US Macro Award

About the role

The PMER Delegate will establish and lead the Planning, Monitoring, Evaluation and Reporting function for the Pacific Program, aligning global frameworks with regional priorities and National Society implementation.

Key responsibilities

• Lead the contextualisation and operationalisation of the global Theory of Change, MEL Framework and Indicator Tracking Table for the Pacific region.
• Develop and institutionalise PMER systems, tools, processes and reporting mechanisms across the programme.
• Manage the programme Monitoring and Evaluation Plan, data collection, analysis and visualisation.
• Coordinate programme reviews, learning workshops and evaluations, and disseminate lessons learned.
• Supervise and provide technical guidance to a PMER National Staff member and strengthen PMER capacity within participating National Societies.

Required profile

• First‑level university degree in social sciences, international relations, development studies or a related field.
• Significant experience in planning, monitoring, evaluation and reporting in humanitarian or development programmes.
• Proven ability to work with multiple stakeholders, including award managers, technical focal points and National Societies.

Required skills

• Expertise in developing results frameworks, indicators and monitoring plans.
• Strong analytical skills for data quality assurance, performance tracking and reporting.
• Experience in capacity‑building, training, mentoring and coaching of staff and partners.
