Project Development Consultant (Fiji Nationals Only)

About the role

The International Organization for Migration (IOM) is seeking a Fiji‑national Project Development Consultant to support its South Pacific Coordination Office in Suva. The consultant will work under the Programme Support Unit to develop concept notes, proposals and resource mobilisation materials for a range of donor‑funded projects.

Key responsibilities

• Assist in drafting results‑based concept notes, full project proposals, budgets and supporting documentation that meet IOM, UN and donor requirements.
• Compile, analyse and present data on donor priorities, funding opportunities and regional trends to inform mobilisation strategies.
• Coordinate with programme managers, technical specialists, regional offices and external partners during proposal development and donor reporting.
• Maintain project development tracking systems and update information‑sharing platforms for the Programme Support Unit.
• Support the organisation of donor meetings, workshops and partnership engagement activities, preparing background materials and meeting summaries.

Required profile

• Bachelor’s degree in a relevant social science field with at least four years of professional experience, or a high school diploma with six years of experience.
• Proven experience in project development and proposal writing for bilateral or multilateral donors.
• Experience working with international organisations, development agencies or NGOs in multicultural settings.
• Familiarity with the Pacific region and its development context is an advantage.

Required skills

• Strong drafting, editing and analytical abilities for proposal development.
• Knowledge of UN and bilateral donor programming and Results‑Based Management frameworks.
• Proficiency in Microsoft Office applications.
• Excellent written and spoken English.
