Anti-corruption Consultant – Climate Finance Integrity Assessment

About the role

The United Nations Office on Drugs and Crime (UNODC) seeks an International Anti‑corruption Consultant to design and pilot a climate‑finance integrity assessment methodology. The work will support the development of practical tools that integrate corruption risk assessment, integrity safeguards, and climate‑finance governance, with an initial pilot in Papua New Guinea.

Key responsibilities

• Conduct a comprehensive review of international frameworks, methodologies and guidance relevant to climate‑finance integrity and anti‑corruption.
• Map corruption and integrity risks across the climate‑finance cycle in Papua New Guinea, identifying principal actors, accountability mechanisms and safeguards.
• Develop a practical assessment methodology, including domains, indicators, evidence requirements, scoring approach, risk register, interview guides, templates and reporting formats.
• Pilot the methodology in Papua New Guinea through document review, stakeholder consultations, preliminary scoring and validation of tools.

Required profile

• Advanced degree in law, public policy, environmental studies, finance or a related field.
• Demonstrated experience in anti‑corruption risk assessment, governance analysis or climate‑finance projects.
• Proven ability to work independently under supervision and to engage with diverse stakeholders.
