About the role
The United Nations Office on Drugs and Crime (UNODC) seeks an experienced anti‑corruption consultant to design and pilot a practical integrity assessment methodology. The work will focus on parliamentary oversight and UNCAC implementation, with a pilot application in Papua New Guinea.
Key responsibilities
- Conduct a desk review of UNCAC provisions, CoSP resolutions and related guidance on parliamentary anti‑corruption oversight.
- Analyse information submitted by States parties and relevant organisations.
- Carry out targeted consultations and interviews with parliamentarians, audit institutions, anti‑corruption bodies and experts.
- Identify good practices, challenges and emerging trends in parliamentary anti‑corruption functions.
- Develop the structure, content and practical tools for a Compendium/Toolkit, including checklists, case studies and a dedicated PNG annex.
- Draft guidance on parliamentary oversight, public finance scrutiny, audit follow‑up, integrity systems and UNCAC review processes.
- Present draft findings to UNODC and stakeholders, incorporate feedback and finalise the toolkit.
Required profile
- Advanced degree in law, public policy, governance or a related field.
- Proven experience in anti‑corruption, parliamentary oversight or UNCAC implementation.
- Demonstrated ability to conduct research, stakeholder consultations and produce policy‑oriented guidance.
- Excellent written and verbal communication skills in English.
