Finance and Administration Officer

About the role

The Finance and Administration Officer will support the Public Health Division (PHD) of the Pacific Community (SPC) in delivering high‑quality financial management, audit compliance and procurement services. The role ensures that divisional activities are financially sound and aligned with SPC and donor requirements.

Key responsibilities

• Prepare, monitor and report on the division’s annual budget and work‑plan.
• Track income and expenditure against project plans, providing monthly analysis of outputs, outcomes and commitments.
• Assist in the preparation of monthly financial and annual progress reports.
• Develop budgets for new funding initiatives and support workforce planning.
• Lead month‑end closing processes, ensuring accurate recording of all transactions.
• Manage cash flow, monitor project income and expenses, and produce cash‑flow forecasts.
• Coordinate internal and external audit engagements and ensure compliance with audit recommendations.
• Oversee procurement activities and grant administration in line with donor guidelines.

Required profile

• Experience in budget preparation, financial monitoring and reporting.
• Knowledge of audit compliance, cash‑management and procurement processes.
• Ability to work closely with team leads and cross‑functional staff.
• Strong analytical skills to assess financial performance against outputs and outcomes.
