Project Development Consultant

About the role

The International Organization for Migration (IOM) in Suva seeks a Project Development Consultant to support the Programme Support Unit in preparing concept notes, proposals, and donor engagement activities across the South Pacific region.

Key responsibilities

• Develop results‑based concept notes, project proposals, budgets and supporting documentation in line with IOM, donor and UN requirements.
• Compile, analyse and present data on donor priorities, funding opportunities and regional trends to aid resource mobilisation.
• Coordinate with programme managers, technical specialists and external partners during project development and donor reporting.
• Maintain project development tracking systems and assist in organising donor meetings, workshops and partnership events.
• Prepare visibility materials, success stories and external communication products.

Required profile

• Bachelor’s degree in a relevant field with at least four years of professional experience, or high school diploma with six years of experience.
• Proven experience in project development and proposal writing for bilateral or multilateral donors.
• Experience working with international organisations, development agencies or NGOs, preferably in the Pacific region.
• Fluency in English (written and spoken).

Required skills

• Proficiency in Microsoft Office applications.
• Knowledge of UN and bilateral donor programming and results‑based management frameworks.
