Risk & Compliance Lead – Mobile Financial Services

About the role

Digicel Pacific is seeking a highly motivated Risk & Compliance Lead for its Mobile Financial Services (MFS) business in Fiji. Reporting to the CEO – Fiji, you will ensure the MFS operation complies with all AML/CTF, fraud prevention, and risk‑management requirements.

Key responsibilities

• Develop, review and implement Fiji‑market AML/CTF compliance and risk‑management policies, procedures and controls.
• Act as the AML Compliance Officer/Money Laundering Reporting Officer, maintaining AUSTRAC obligations and conducting assurance testing.
• Oversee customer identification, KYC due diligence, and transaction‑screening processes.
• Maintain the enterprise risk profile, risk register and incident‑management lifecycle.
• Deliver risk‑ and compliance‑related training to internal and external teams.
• Lead the governance and regulatory affairs strategy for the MFS market, serving as the primary contact for regulators and industry bodies.
• Monitor regulatory changes, manage licences, product approvals and statutory reporting.
• Prepare clear risk, compliance and governance reports for senior leadership.

Required profile

• Proven experience in AML/CTF compliance, risk management or related regulatory roles, preferably within the telecom or financial services sector.
• Strong knowledge of Fiji’s regulatory framework, AUSTRAC requirements and international sanctions regimes.
• Ability to develop and enforce governance frameworks and manage stakeholder relationships.
• Excellent analytical, communication and reporting skills.
