Senior Procurement & Contracts Specialist – Infrastructure Programs

About the role

The Senior Procurement and Contracts Specialist will lead procurement and contracting services for the Fiji Program Support Platform’s infrastructure portfolio. Based in Suva, the role supports complex market approaches, contract development and compliance with Commonwealth Procurement Rules and DFAT guidance until December 2028.

Key responsibilities

• Lead end‑to‑end procurement processes, including market analysis, requests for proposals/quotes, evaluation and selection.
• Develop, negotiate and execute contracts, ensuring due‑diligence, list checks and safeguarding assessments.
• Provide guidance on tender documents, integrating climate and GEDSI requirements.
• Maintain the central Contracts and Procurement Register and annual procurement pipeline.
• Ensure compliance with fraud, safeguarding and public procurement policies, acting as Fraud Control Officer when needed.
• Support supplier onboarding, contract variations and dispute management.

Required profile

• Relevant degree or professional qualification in procurement, supply‑chain management or related field; legal background advantageous.
• 10 + years experience in complex procurement and contract management, preferably within infrastructure and donor‑funded programmes.
• Strong understanding of public procurement regulations, Commonwealth Procurement Rules and DFAT guidelines.
• Excellent negotiation, communication and organisational abilities with high attention to detail.
