Procurement and Advisory Services Manager – Pacific Partnerships for Aviation

About the role

The Procurement and Advisory Services Manager will support the P4A Operations Lead in managing HR, recruitment, procurement, onboarding, training and performance management for the Pacific Partnerships for Aviation programme. The role ensures compliance with DFAT and ASI policies and strengthens operational systems for smooth programme delivery.

Key responsibilities

• Lead engagement, recruitment, due diligence and contracting of advisers, ensuring compliance with DFAT and ASI standards.
• Manage onboarding processes, including briefings, travel, IT, finance, timesheets and invoicing.
• Oversee supplier contracts, conduct regular compliance reviews and manage adviser performance assessments.
• Run end‑to‑end procurement for goods and services, develop RFQs/tenders, conduct market assessments and coordinate evaluation panels.
• Support compliance training for advisers on fraud, safeguarding and PSEAH.
• Prepare operational and financial reports for DFAT and other stakeholders.

Required profile

• Relevant qualifications in procurement, business administration, operations management or a related field.
• 7+ years of experience in procurement, recruitment and/or HR within international development, preferably in the Pacific.
• Demonstrated experience managing advisers or consultant teams and handling contract management.
• Strong understanding of donor‑funded programme compliance, safeguarding and GEDSI requirements.
