Nutrition Governance Consultant – Tonga (3‑month contract)

About the role

UNICEF is seeking a Nutrition Governance consultant to support the Ministry of Health in Tonga. The consultant will work remotely for three months, with travel to Nuku'Alofa to assess and strengthen the institutional framework for nutrition services.

Key responsibilities

• Review the existing institutional framework and capacity for delivering nutrition services across health, agriculture, trade and social assistance sectors.
• Identify gaps and constraints that limit effective coordination and delivery of nutrition interventions.
• Develop recommendations for an optimal organisational and human‑resource structure to improve nutrition service delivery.
• Provide technical assistance to the Ministry of Health throughout the assessment and reporting phases.
• Travel to Tonga to conduct field visits, stakeholder interviews and on‑site analysis.
• Prepare a comprehensive report with actionable recommendations for the government and UNICEF.

Required profile

• Proven experience in nutrition governance, public health policy analysis or related consultancy work.
• Familiarity with multi‑sectoral nutrition programmes and institutional capacity assessments.
• Experience working with ministries of health or similar government bodies, preferably in Pacific Island contexts.
• Strong analytical, reporting and communication skills.
• Ability to work independently and deliver high‑quality outputs within tight timelines.
